Challenge

When we got the call, five million people in Sudan did not know where their next meal was coming from. This land lies at a crossroad between Sub-Saharan Africa, North Africa and the Arabian Peninsula, and is a country of origin, destination, and transit at the center of the migratory route linking East Africa with Libya, Egypt and eventually the European Union (EU). Sudan is afflicted by conflict in its peripheral areas, which have displaced large numbers of people, notably in Darfur. The EU was helping to manage the social and economic consequences of South Sudan's secession when OPM Experts was engaged.

Solution

OPM Experts LLC performed an assessment of the European Union External Action Service (EEAS), which is an EU ministry involved in intelligence and crisis response. We evaluated EEAS’s projects and processes, including how they interfaced with other national and multinational organizations on joint programs. We provided a comprehensive report with recommendations.

Results

We provided an impartial assessment of EEAS’s ability to work with key partners to advance their strategic intent. They conceived and delivered many significant projects to enact their strategy: Securing Rights and Restoring Lands for Improved Livelihoods; The Wadi El Ku Catchment Management Project; Improving the Health Status of Vulnerable Populations in East Sudan; Agricultural Production by Smallholders in Gedarif; the SUNSMS EU-FAO Partnership (to develop early warning action against food crisis and promote resilience); EU Support for Scaling-up Nutrition; and many more. Through its development cooperation, the EU followed a peace-building and people-centered approach in Sudan, and scaled up its efforts to contribute to a more inclusive socioeconomic environment, while exploring avenues to deepen its engagement on migration.
