2009 NATO NEC C2 Maturity Model Report Published November 2009 - The 2009 NATO NEC C2 Maturity Model has been released by SAS-065, a NATO research task group operating under the auspices of the SAS Panel. This group was formed in 2006 for the purpose of developing a C2 Maturity Model for network-enabled operations. SAS-065’s principal products include a detailed description of a NATO NEC Command and Control Maturity Model (N2C2M2) with a User Guide and a revised C2 Conceptual Reference Model (originally developed by SAS-050). SAS-065 builds on the work of a series of research task groups dating back to 1995 that have explored issues in command and control. These have included RSG-19 and SAS-026, which produced the NATO Code of Best Practice for C2 Assessment, and SAS-050, which produced the C2 Conceptual Reference Model. Two key realities dominate thinking about command and control (C2) in the 21st century. The first is the nature of the 21st century military mission space. This space is characterized by its extreme uncertainty. The second reality is the ongoing transformation of 21st century militaries, and for that matter, other 21st century institutions and actors from the Industrial Age to the Information Age. These fundamental realities put the emphasis on command and control (C2), interpreted in its broadest sense to include acquiring, managing, sharing and exploiting information, and supporting individual and collective decision-making. In particular, more mature C2 includes the ability to recognize situational change, and to adopt the C2 approach required to meet that change— agility. OPM Experts LLC is working to leverage synergy between the NATO NEC C2 Model and PMI's OPM3 with other leaders who are serving the US DoD. This work focuses on identifying overlaps, differences, and significant opportunities for each model to complement the other. |
